ПАРТИКУЛЯРНИЙ РІВЕНЬ МІЖНАРОДНОЇ КООПЕРАЦІЇ ЄВРОПЕЙСЬКОГО СОЮЗУ У СФЕРІ ОСВІТИ: ПРАВОВІ ЗАСАДИ ТА НАПРЯМИ

Анотація
Стаття присвячена вивченню особливостей міжнародно-правової співпраці Європейського Союзу та третіх держав із питань освіти. Автором безпосередньо встановлено застосування принципу регіоналізації для цього виду співпраці, визначено її правові основи та основні напрями кооперації.
Саме одним із дієвих засобів покращення людського розвитку є освіта, тому країни-партнери активно співпрацюють у цій галузі. Втім, зазначимо, що інтенсивність співпраці та її масштаби різняться серед країн Середземноморʼя, що пов’язано із наявністю більш тісних та явно виражених євроінтеграційних прагнень деяких із них, що втілюються, зокрема, у тісних зв’язках із країною-учасницею ЄС - Францією (Монако). Крім того, усі країни Середземноморʼя, за виключенням Туреччини, що є кандидатами на вступ до ЄС спільно із Сербією, Косово та колишньою Югославською Республікою Македонією входять до іншого регіонального партнерства у сфері освіти – ЄС – Західні Балкани, що спрямоване на інтенсивне реформування систем освіти та підготовку цих країн до виконання членських зобов’язань, включаючи повну участь у освітніх програмах ЄС. Слід відмітити, що процеси реформування систем освіти у країнах Східного партнерства залежатимуть від намірів держави продовжувати євроінтеграцію та поряд із Декларацією основуватимуться на конкретних угодах, в залежності від обраної правової форми міжнародного співробітництва ЄС із третьою країною. ЄС активно підтримує африканські держави у реформуванні систем освіти на шляху забезпечення її якості, доступності та конкурентоспроможності і продовжуватиме це і надалі. При цьому, основною правовою базою співпраці ЄС – Африка виступає Спільна Стратегія 2007 року. Окремих угод, як загального характеру (про асоціацію, партнерство…), так і спеціального характеру (про співпрацю у сфері освіти) ЄС із країнами Африки не укладено. Єдине виключення становлять африканські країни, що входять до Середземноморського басейну та Південно-Африканська республіка, як країна стратегічний партнер ЄС.
